    "content": "Mr. Deputy Speaker, Sir, like those who have said, it is a sad day. Indeed, it is a sad day for this country. When Sen. Dullo and I were in the Kenya National Commission on Human Rights, we said there are four ingredients of commissions to make them independent; 1. The process of recruitment of members. 2. To have an independent budget. 3. The mandate of any Commission. 4. The independence of that commission to recruit its own secretariat. When any of these cornerstones are made fragile, then the entire institution is made weak. Today, I am not feeling too well. However, I have to speak to this."
