    "content": "Mr. Speaker, Sir, you have highlighted the achievements of this House in the last one year. It was a year when I was new and the youngest Member of this House. I, therefore, concur with you that this House has proven itself. However, there are challenges which if we do not talk about, we will not face this session with the certainty that is required. It is a fact that this House has operated with a limited capacity to carry out the oversight role in the counties. We are good when it comes to legislation and debate but for us to be felt out there, that has been limited. I hope that with their wisdom and leadership and that of the entire House, they will unlock the operational and logistical challenges that render us ineffective to oversight devolution. Mr. Speaker, Sir, may I point out, and probably this could be one of the achievements of this House, that when the World Trade Organisation Conference was held in Kenya, Senators accepted to give out their offices so that the delegates could be hosted in a proper manner. To date, these offices have not been handed back. The sub- chiefs and chiefs in this country have offices, but half the number of Senators are operating in the air. I believe that with your leadership and wisdom, these are issues to be sorted out quickly. Finally, I find it interesting that the Members associated with gubernatorial campaigns are active today in opposing those insinuations. This may show that the Senate is the superior House. When a Member leaves the Senate and vies for a gubernatorial position, then it is a demotion. Therefore, I congratulate my brothers who have resisted moves to demote themselves from the Senate to gubernatorial positions."
