    "content": "replacing Sen. Keter, as was the tradition. I do not want to speak a lot except to welcome back colleagues and thank them for supporting the business of this House during the last Session. I also want to take this opportunity to congratulate my brother, Sen. Wetangula, who went through a very difficult period. I am sure that for every elected leader, the most painful experience is where the mandate given to you by your people is being challenged. There might have been difficult moments for him but I know that is history now. I believe that among all the Senators, there is no one who wished Sen. Wetangula to go away. We all encouraged him. I personally shared with him my own feelings about his predicament. I want to believe that what Sen. Murungi has said; that there are those who were praying for you but silently. Some of the best prayers are said in silence. We are very happy he is back with us and we should all stand together as an institution. Therefore, welcome back, Sen. Wetangula, not that you were away but with that very heavy load on your back, we must have been affected. We want you to know that we are very happy you are back and we look forward to working together with you this Fourth Session. In our usual tradition, we shall agree on many issues and even if we do not agree, it will be on policy positions which we take as political parties and that is welcome and respected. With those few remarks, I beg to move and request the Senate Minority Leader to second."
