"content": "therefore, every one year you rotate and that was copied in Uganda. At one time, they had a presidency of about three people and within six months, there were two presidents handing over to the other. I think Parliaments also operate on certain conventions and practices and it is good sometimes to allow the dynamics of parties and coalitions to play their role. Therefore, we should look at this not just in terms of changing the leadership as it were, but looking at how the business of Parliament is generally run. Then, I would understand why the Senate Majority Leader will be there almost permanently, like a lady called Pelosi in the United States. She has been there for so long that she is now a grandmother. Nobody ever thinks about changing her, but it is because of party and coalition dynamics. There is a lot of sense in what Sen. Karue is saying, but if we use that logic, then everyone here should see a change of leadership. We could even say: “We are now tired with Hon. Ethuro sitting there; let us try somebody else.”"
