    "content": "Mr. Speaker, Sir, in your opening remarks for this Session, you talked about 30 Bills that have originated from this Senate. I could have missed it but I did not hear the number of Bills that have been assented to by the President. There is still that feeling that we could be churning out Bills, but when they go to the house on the hill, they are not getting the consideration they deserve. However, how can we oversee implementation of programmes without resources and facilitation? Have we tried to be vigilant to see to it, as far as Senate Business and programmes are concerned, some and particular legislative programmes are being discussed by the Senate, for example, the Constituency Development Fund (CDF) which has been called something else, the Affirmative Action Fund which has now become legislation that we should insist must come to this Senate? Mr. Speaker, Sir, to conclude, one of the other roles of the RBC is to propose amendments to the Standing Orders. I am not sure whether that is an exclusive mandate or it is shared by the entire Senate. I appeal to the RBC, that in this Session, if there was one particular element of the Standing Orders that we could be looking at, let us review the procedure for removal from office of a governor. When you look at Murang’a County, this House set up a special committee to consider an impeachment Motion. However, due to the hurried nature of the process, there is a feeling among the people of Murang’a that justice seems not to have been done. That is why we are still having a lot of endless squabbles in that county, which stifles development. I call upon the RBC and all of us here, that when we look at the Standing Orders, let us revisit the procedure for removal from office of a governor and also a president, because very soon, we will find ourselves in a situation where we have to remove President Uhuru Kenyatta from office."
