    "content": "Thank you, Hon. Speaker, for giving me this chance to contribute to this Bill. I want to note that this is a very brilliant and well-thought out Bill. However, they have not indicated to us how it is going to be funded. For any law that we pass in this House to work, we need to indicate how it will be funded. We need to indicate how much money it is going to get. This is missing in this Bill. I have gone through it and as much as it is trying to meet the threshold of the Constitution of Kenya, 2010, they have not told us how it is going to be funded."
