    "content": "For any institution that we create in this country, unless we indicate clearly how it is going to be funded, it will remain on paper. I urge the Committee to come up with how the Exchequer is going to fund this organisation. Who is going to contribute? Is it going to draw funds from the Consolidated Fund? How do they want to do it? They need to come up with a system of how that organization is going to be funded. Without that, it remains on paper."
