    "content": "Mr. Deputy Speaker, Sir, I rise to second the Employment (Amendment) Bill (Senate Bill No. 1 of 2015) brought by Sen. Wangari. She has thought it through maybe because she is a mother and she has been thinking about these other children who do not have biological mothers. Article 53(1)(e) of the Constitution states:- “Every child has the right— (e) to parental care and protection, which includes equal responsibility of the mother and father to provide for the child, whether they are married to each other or not.” This Article does not point to the fact that it must be your biological father or mother. That is why it is important that we get paternity or maternal leave for the adopting parents. Sometimes you will wonder if it is a punishment that is being given to people who adopt children. You are denied this leave because they have not seen you pregnant or if you are a man, you have not presented a birth certificate showing that the child who has been born belongs to you. Therefore, it will be important for us to consider this amendment.
