    "content": "I have looked at Clause 22. It looks at regulating the human resource, but I have not seen how exactly it is going to ask what exactly is being practised and where. As I said, this will straddle from engineering to medicine. So, we have to be quite clear what we are going to do in that area. Hon. Temporary Deputy Speaker, there is the issue of funding. Part IV of this Bill proposes that funds that will be used to manage the proposed board will come from the fees paid. Do we have enough people to raise enough money to run a whole board properly with all the intricacies of a difficult and precision area like this one? The regulation should be a function of the Government. In my view, where the health of the people is concerned, we may need to use taxpayers’ money to ensure the regulation protects the health of the people. I support this Bill. I think there will be a lot of consultations with the Engineers Board, the Medical Board, the Nursing Council and the Pharmacy and Poisons Board, so that we do not end up with a law that does not serve what is required because of conflict of interest within its application. With those remarks, I support."
