    "content": "Another issue that we also need to consider is what I would call “non-status organisations”. This would be more of a parastatal. If it gets public funding, the question is how we tie the parastatal reforms in this country. We are talking about merging parastatals which perform similar functions so that we reduce the number, implying that we are reducing administrative expenses emanating from parastatals and yet this Bill will effectively be proposing an increase in the number of the existing parastatals."
