    "content": "Thank you Mr. Temporary Speaker, Sir. On the issue of implementation, this House has passed many Motions. However, we have not seen any implementation. I recall there is one on fertilizers and animal foodstuffs which was assented to and there was a body which ought to have been created to ensure that the fertilizer that ends up to our farmers and the animal foodstuffs are of good quality. It is almost a year now and no such body has been created. We have passed very many Motions here; we have talked about the need to have a university in every county and so many other things, but implementation has not been done. It is high time that as we create committees, they should also give us annual reports stating the progress being made to ensure that they are implemented. I think the Executive needs to be pushed in this direction. There is no need of passing laws and Motions here which do not see the light of day. Mr. Temporary Speaker, Sir, with those few remarks, I support the appointment of Members to these committees."
