    "content": "There was also the down payment of rent; six months down the line, yet the premises were not fully occupied. There was the lease of Elgon Place where Kshs70,147,605 was paid. That premise was meant to be occupied by the Court of Appeal, but it was not fully occupied. Those are issues that were raised by the Committee.
