    "content": "The reason I want to support these amendments is as follows: I had some difficulties with sections of the Report. I agree that members of the JSC under part (ii) should take personal responsibility for allowances paid to them. Actually, they can only share that with the accounting officer. For example, if today, I decide to attend a meeting that is not procedurally convened, we will not come to the Speaker to ask you to take personal responsibility. It is the member who has benefited from the irregular payments who is supposed to pay and/or the accounting officer. The accounting officer, who is the Clerk of the National Assembly now has that responsibility. You cannot put it on the door step of the Speaker; the same as the Chief Justice."
