    "content": "Thank you, Hon. Speaker. I rise to second this Motion. Over the last three years, the Budget and Appropriations Committee, one of the largest Committees in this House, has done a commendable job. Budgeting is not a very easy thing because it is allocation of resources to very many deserving cases. It is very difficult to balance so that everybody gets satisfied."
