    "content": "Thank you, Hon. Speaker. I rise to oppose the Motion for many reasons. I have said here before that the Budget and Appropriations Committee had been espousing wanting behaviour toward the budget-making process. We promised ourselves a Kamukunji to sort out those irregular things the Budget and Appropriations Committee was doing, particularly its Members. Many of them are good Members. This Committee has flaws. Last week, I submitted an amendment. The intention of the amendment was that before we reconstitute, I wanted to make the Budget and Appropriations Committee a committee of chairs of Departmental Committees.
