    "content": "This Report, if well executed, will, first of all, make sure that the judicial system in this country is brought to order. Use of money in various sectors of the Government needs to be diligent. The officers who are in-charge should be taken into account. There are instances where an officer fails to return imprest to the tune of over Kshs10 million and nothing is done. This needs to be followed."
