"content": "I also notice an issue that we should give top priority. The issue of human resource development within the Judiciary is highlighted in the Report as one of the very weak areas. The Judiciary is not like a factory or plant that has machinery. It depends on the people. They should have the best human resource development systems. However, from this Report, you find that the systems are fairly weak when it comes to issues of recruitment, human resource policies, promotions, deployment and other benefits. This area should be given serious consideration and focus, so that we can have the best brains in the Judiciary. Also, they should be given an opportunity for continues development. I found that to be very weak. In fact, it looks like there are areas of unnecessary overlap between various offices. This is an indication that, perhaps, in terms of the structure, the reporting relationships and job descriptions need clear attention."
