    "content": "It is important to appreciate that one of the very stiff conditions for a party to qualify to be registered under the Political Parties Act is to meet the requirements of Article 91 of the Constitution. They must have operational branches in not less than 24 counties. The challenge is on those who are supposed to police political parties to see whether those offices exist."
