"content": "To substantiate his claim, the Deputy Leader of the Minority Party had several papers, whose admissibility I was later asked to determine. Further and most importantly, the Member for Kisumu West, the Hon. John Olago Aluoch, also claimed that the proposed amendments would offend the provisions of Standing Order No. 56 relating to scope and relevance of amendments to a Motion. Related to this was the procedural question of the admissibility of the amendments, particularly to the extent that the House was being asked to make certain observations whose evidence was not adduced by anyone at the time of taking evidence before the Departmental Committee on Agriculture, Livestock and Cooperatives or, indeed, in the House. In this regard, the Member sought clarification from the Hon. Speaker on whether the Member for Mumias East was in order to move his amendments and yet, he was a member of the Departmental Committee on Agriculture, Livestock and Cooperatives and, therefore, had the opportunity to dissent on record during the adoption of the Report by the Committee, or seek a minority report in accordance with the provisions of Standing Order No.199(5).
