    "content": "Okay, Hon. Speaker. Let me finalise by way of informing Members of this House that the Report we are debating today is a very unique Report. The Kenya National Assembly gave the Departmental Committee on Agriculture, Livestock and Cooperatives two sessions to write this Report. One session was at Whitesands Hotel, Mombasa, where Government money was spent. Members of Parliament in the Committee went to Whitesands Hotel and wrote a complete Report. Later on, the same Committee was at the Windsor Hotel. To have written my report was not possible because I did not know on which report I was to make my dissenting comment.
