    "content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No.45(2)(b) to seek a Statement from the Chairperson of the Standing Committee on Finance, Commerce and Budget on the delay by the National Treasury in disbursement of funds to county governments. In the Statement, the Chairperson should:- (a) State whether he is aware that several county governments have complained that the National Treasury has been delaying disbursement of funds to county governments leading to default on statutory obligations, disrupted implementation of planned activities and programmes and activities and accumulation of bills by county governments. (b) Table a schedule of disbursement of funds to county governments covering the period 1st July, 2014 to 31st January, 2016, showing the dates when the funds were due The electronic version of the Senate Hansard Report is for information purposes"
