Therefore, in proposing this legislation, I would like to say that the Bill is on all fours with the functions and the work of county governments. Secondly, fortunately a pronouncement was made in the dispute by Hon. Justice Mumbi in between the Council of Governors and the roads authorities together with the Ministry of Infrastructure on the functions of roads as proposed by the Senate. The pronouncement in essence says that this is a matter that should be dealt with by counties. This was in respect of functions that should be devolved."
