Speaker, as the House is aware, as a signatory to the Comprehensive Nuclear Test-Ban Treaty (CNTBT), Kenya is deeply concerned by the news that the Democratic Republic of Korea carried out nuclear tests on 6th January, 2016. If this claim is confirmed, a fourth nuclear test would be a drastic violation of the UN Security Council Resolutions 1718, 2006, 1874, 2009, 2087, 2013. The safeguards of the agreement, which exists within the International Atomic Energy Agency, would be violated."
