    "content": "In fact, my view is that Hon. Washiali is very right to propose the observations and recommendations, but they do not flow from the findings. This is why when an individual is dissenting on a committee report, he or she has the purview of being a minority. His or her dissenting report can flow contrary to the Committee’s. You cannot branch from the findings which do not mention Hon. Kidero and then you go with changes that do not investigate everybody else. We would have been a bit partial. In fact, we could be losing the public more. We do not know the other individuals who are being covered up."
