Manson Nyamweya has said, but it is also important for us to bear in mind what the Chairperson of the Committee has just said relating to the observation. In fact, it is for that reason that I am keenly looking at this observation. Indeed, I feel the fairest way ought to have been a minority report. This is because you are saying that you want to replace the observations by the Committee. The House is then being called upon to concur. By assuming that this is a minority report, the House will be assuming that it has made the observation. Hon. Olago Aluoch, please address me on that issue of Standing Orders."
