    "content": "There is a miss in the Bill in terms of an institutional experience layout in the sense that if the State was supposed to do this in the former regimes before the promulgation of the Constitution of Kenya 2010 and before the thinking of this Bill, how sure are we that the State will now provide clear mechanisms for accessing legal aid? This is a challenge that should have been brought out clearly, particularly in terms of timelines. This is once this Bill is adopted, such that we are clear that an accused person can access legal aid."
