    "content": "On the Government side, there has been a pilot programme which has been very fruitful and encouraging - the National Legal Aid and Awareness Programme. This programme has shown the need to go ahead and do this. So, I want to thank all the stakeholders in the Government who have taken part in that. I am concerned about a number of things in the Bill. I would like to speak to them just now. I am sorry. Some of us are digital and I need to look at some of the notes. I am not reading a speech because these are notes that I had prepared earlier. First of all, legal aid needs to be affordable, accessible, sustainable and credible. It should also be very accountable. The way this Bill is set-up will allow us do many of those things. The needy persons and the poorest have a right to access justice. If you look at the sustainable development goals that Kenya has committed to follow, you will find that one of them is access to justice. I think we are making good steps towards that end. It is the poor, women and other vulnerable people in Kenya who do not often get access to justice. This Bill will go along way in doing that."
