    "content": "However, if you look at Meru County generally, you may think that the entire county is not prone to drought. That is also the case with other counties like Tharaka Nithi and Embu. So, it is my hope that when the Authority considers establishing offices, they will not only look at the counties in terms of the average weather condition, but will also consider specific pockets within given counties, so that some people do not get disadvantaged. As it is now, certain areas within some counties are disadvantaged. There are certain counties that are favoured like those which are considered to be drought-prone. That is where most of the relief or support is sent."
