    "content": "The passage of this Bill will help the people living in drought-prone areas. We also want this House to give the Authority a good budget. We have seen cases where people died of hunger as other people misuse money around here. We have not seen the money that this House approved for mitigation of the El Nino weather phenomenon being utilised properly."
