    "content": "There is no need to set up an office in an area where there is no drought whereas you have areas that experience drought throughout the year. Therefore, there is need for that Authority to manage drought. It is also important for my colleagues to note that during the drought season, due to scarcity of water and pasture, livestock owners have to move with their animals in search of these resources to the extent that they even move to places like Mt. Kenya region where water flows throughout the year, but due to the cold weather, many animals die. You experience such kind of problems and at the end of the day, there is poverty. I want my colleagues to appreciate the fact that these different economic zones need to be addressed because you have residents who live in those areas. Therefore, they need support from the Government. For the reasons I have stated, I support the Motion."
