    "content": "The Government has had five years to do the necessary, but most of the public buildings still remain inaccessible. Indeed, many people would say that the cost of modifying such buildings is high. This Motion seeks to address this challenge. If we can ensure that our public buildings are accessible to persons with disabilities from the design stage, it will mean that no other costs will be incurred as a result of modification. This is because we will have accessible buildings."
