    "content": "Thank you, Hon. Temporary Deputy Speaker. I rise to second this Motion by Hon. Isaac Mwaura, which is pretty timely. We need to begin at a point where we reflect as a nation and remember the words of our National Anthem. In its preamble, it talks about accessibility and the rights of each and every individual. As per the statistics shared by Hon. Mwaura, if persons with disabilities make up 15 per cent of a nation of 45 million people, that amounts to 6.75 million people who are being excluded. Chapter 4 of our Constitution guarantees social and economic rights to each and every Kenyan in their participation and accessibility to services and information, whose bedrock is within Government and its buildings.
