    "content": "Therefore, I acknowledge that the mainstreaming of PWDs, alcoholism and HIV/AIDS is the way to go. Every institution and organization, if they mainstream these issues, we will be moving in the right direction. I thank the Jubilee Government for ensuring that the 30 per cent of the procurement quota goes to the marginalized groups. It is the first Government ever, since Independence, which has recognized that we have people living with disability. I am happy that if we have Ksh1.6 trillion, 30 per cent of that procurement will go to PWDs."
