Sakaja had mentioned, the Joint Committee on National Cohesion and Equal Opportunity has been engaging the National Construction Authority (NCA). Hon. Mwaura was with us yesterday as we engaged the NCA. I was just wondering whether we will be confusing Government institutions because I do not think NCPWD has the necessary capacity and expertise to approve all public structures.
