    "content": "Mr. Temporary Chairperson, Sir, I am extremely concerned about the amendment proposed in item 21(d); “Attach a clearance letter from the Ethics and Anti-Corruption Commission (EACC).” The EACC does not have a mandate to give clearance on anything to any person. We are, in fact, giving them a mandate to do something that does not exist in law. If you are looking for a criminal record, it would be at the Criminal Investigations Department (CID) offices. The sort of letter that is being proposed here has been issued to, for example, the former Cabinet Secretary, Ms. Anne Waiguru. That is not what is required by law.
