    "content": "not want those Bills not to be prosecuted on the basis of technicalities. We need a realization that we are a bicameral system and the two Houses have specific responsibilities. In other countries like the United States of America (USA), Australia and in other countries where they have a bicameral system, it has clearly been streamlined. The reason and understanding of the “Upper House” is to scrutinize Bills from the “Lower” House. It is happening everywhere in the whole world. Therefore, we need to move away from this sort of misunderstanding of how the two Houses should behave. We need to find a way forward to ensure that the provision of Article 110(3) is adhered to because it is the basis of the legislation that we are going to make in this House."
