    "content": "Mr. Speaker, Sir, I request that you will allow me one extra minute because I am the outgoing Member of the Pan-African Parliament. First, I thank the House and my colleagues who are Members of the Pan-African Parliament for not only supporting me as a Member but also as their team leader. I also congratulate Sen. Billow for the good job he has been doing in this House and for being nominated to that Parliament. It is an important institution because there are reforms that are ongoing and particularly in making it a permanent Parliament with permanent Members serving for a particular period of time. Sen.
