Standing Order No.224 says: “The total time on the Order on “Petitions” shall not exceed 30 minutes.” Now, Standing Order No.226 says: “The Speaker may allow comments, observations or clarifications in relation to a petition presented or reported and such total time shall not exceed 30 minutes.”"
