    "content": "Mr. Temporary Speaker, Sir, I wish to comment on the Petition on the division of revenue. I am sure that we are all aware that this is one of the issues that we are dealing with in the House. I am happy that these citizens have brought up this issue because we have quite a lot to say about the division of revenue using the criteria that we have. Land area is one of those criteria that we use but we have not looked at it very closely. We have considered the land area of some of our counties, for example, Lamu, Mombasa or Kwale as land area only. We have the land and the maritime area which comprises Lamu County, for example. We have been unfair to the people of Lamu or Mombasa County by ignoring to consider that the territorial water which is attached to The electronic version of the Senate Hansard Report is for information purposes"
