    "content": "Mr. Temporary Speaker, Sir, I support the Petition from Bukhayo Central Ward, Busia County. Article 201(a) of the Constitution states that:- “There shall be openness and accountability including public participation in financial matters” If county governments carry out public participation to create awareness so that people in the counties know what is happening, we will reduce petitions to the Senate. Under Article 96 of the Constitution, it is the role and mandate of the Senate to oversight. We need to strengthen our role as the Senate, so that we can interrogate some of the things in the counties. Petitions come to the Floor of this House, we talk about them but we do not conclude them. We need to follow up keenly to find out how petitions are concluded."
