    "content": "Madam Temporary Chairperson, Sir, I beg to move:- THAT, Clause 5 of the Bill be deleted and substituted therefor with the following new clause- 5. The County Attorney shall be appointed from among persons- (a) with at least ten years experience as an Advocate of the High Court of Kenya; and (b) who meet the requirements of Chapter Six of the Constitution. The purpose of this is to raise the qualification for the county attorney from five years experience to ten year experience. As a Committee, we felt that it is important to get a very qualified person with the necessary experience as the County Attorney."
