    "content": "On a point of order Madam Chairperson, it is not that I am opposing this but I do not know how this Clause shall be, considering that this is an Act of Parliament because under the Constitution, the CEC Members are provided expressively under the Constitution. If we now raise them to the rank of executive committee, how will that be in tandem with the Constitution because this is just an Act of Parliament? Madam Chairperson, does it mean that when a governor is appointing an attorney, he must include in his executive committee an attorney so that he can be at that rank because he will be appointing as per the constitutional provisions or would this be a separate clause that we are providing for knowing that the rules that an Act of Parliament cannot override the express provisions of the Constitution?
