    "content": "Madam Temporary Chairperson, this is what I have concerning New Clause 2A. I am a big proponent of the non-withholding of certificates because the only person who may withhold certificates is a headteacher somewhere in a village and the fine and imprisonment is extremely high. We should have reduced it. We should make it punitive in terms of the offence but reduce the penalty. We might alienate our very big supporters who are teachers in the process. That is my view."
