    "content": "Madam Temporary Chairperson, I would like the Mover of the Bill to clarify to me why we find this New Clause necessary given what is in Section 45A(a)(vii) on the same page. Just above the New Clause, there is the same provision; that a person who contravenes the provisions of this Section commits an offence and shall be liable on conviction to a fine not exceeding Kshs200,000 or to imprisonment of a term not exceeding six months, or both. How is it different? How does that New Clause make it tighter? Are we not being repetitive? Just clarify to me."
