    "content": "Madam Temporary Chairperson, I just wanted to support the New Clause 2A that is being introduced. We know that the Mover of this Bill has been very passionate on this issue. I think the intention is to make it extremely impossible for teachers to withhold certificates; that they must immediately release them. That is the idea of New Clause 2A. In other words, if you do not release certificates, it means that you will have to pay the Kshs200,000 fine or face imprisonment for six months, or both. I think it is a necessary provision.
