I insist that the casual manner in which we are moving away from the tradition of Parliament will start from small transgressions and move on to something grave. The purpose of the Chairperson of the Committee of the Whole reporting to the Speaker is that the Chairperson is now reporting to the whole House. There was good reason why the Speaker could only go to that Chair from the main entrance or from the Speaker’s backroom. When you now emerge from the Plenary and go to the Speaker’s Chair, it means that the Committee of the Whole is reporting to itself. Therefore, it is important that since you are new in the position, it be encultured that you can only be reported to because you were not part of the Committee of the Whole.So, you want to hear what took place. It is wrong for the Speaker to be coming from the plenary. He should be coming from the back or the front. That is the tradition even in Commonwealth ---"
