However, you also need to note that if you have a Member of the Speaker’s Panel, our own Standing Order Nos.15 and 16 on the appointment of the Members of the Chairperson’s Panel, you will appreciate that these Members are Members of the House and they are entitled to participate in the deliberations of the House. If, for example, you are talking about the Speaker himself and not a Member of the Panel, you definitely will not find a situation where the Speaker is emerging from the Floor of the House and taking up the seat. However, if you are talking about a Member of the Panel who is a Senator and who is entitled to participate in the deliberations of the Senate, if that particular Member of the Panel has to preside over the House as the Speaker, there cannot be any provision that cannot allow such a Member to move from the plenary and proceed to assume the position of the Speaker. Do you want to pursue that matter further?"
