    "content": "Hon. Temporary Deputy Chairman, I support this amendment. Like the Leader of the Majority Party has said, it gives effect to the various applications that are going to be made. I would also like to reiterate what Hon. Millie Odhiambo has raised. I support what she was raising that; whereas the President’s Memorandum is acknowledged in the Constitution, we think that the manner in which the President is constantly using the Memorandum is not what the law anticipates. Whereas we support this, we really think that this ought to be done in accordance with the law. I thank you."
