    "content": "You remember I had raised a question here regarding the matter of presidential referrals. If we are to be totally truly independent from the Government in the spirit of our Constitution, where Parliament, Judiciary and the Executive operate completely independent of one another, then we need to re-look at the law governing referrals. Probably, it is time that this House, as the law-making body, enacted a specific legislation to address the matter of referral. Some of us feel that much as the Constitution guarantees the President the power to do referrals, some of the matters that are being brought here still fall within the purview of Parliament. Otherwise, it is a progressive Bill."
