    "content": "Clause 13 obligates other State organs and officers to cooperate with the Controller of Budget both at the national and county governments. In responding, the Controller of Budget must be given information. She must be furnished with periodic reports on the status of the management of the Budget and public funds in respect of questions. It should be noted that failure to adhere to the provision, if a State Officer or a State organ refuses to cooperate with the Controller of Budget, the consequences are grave. It amounts to an offence attracting a term of imprisonment not exceeding two years or to a fine not exceeding Ksh1 million or both."
